Dear Secretary of State,
The Board of Directors of the organization Independent Venezuelan American Citizens (IVAC) very serious and respectfully solicit your moral and literal support in requesting the implementation of the Democratic Charter to the government of Hugo Chavez.
The Venezuelan people are continuously astonished when every morning they have to face the violence, corruption and continuous violations to human rights they are subject to. This week it was the illegal detention of a well known, Venezuelan citizen and democratic activist, Mr. Alejandro Peña Esclusa, who was taken into custody and falsely accused of having links with a Salvadoran terrorist suspect, Francisco Chavez Abarca with whom he has not and never had a relationship of any kind.
Mr. Alejandro Peña Esclusa is being pursued by the government of Hugo Chavez for his constant and courageous struggle to defend democracy not only in Venezuela but in the rest of Central and South America as well. He has toured the Americas and Europe denouncing the links of Venezuela , and the countries that have adopted the so called “XXI Century Socialism,” with the Forum of Sao Paulo, its links with international terrorism and the continuing, political, legal and human rights violations. As a leader of democracy in Latin America, Mr. Peña Esclusa founded and currently presides the Democratic Union of Organizations of America (UnoAmerica), comprising in it more than two hundred organizations.
The Castro-Chavez’s regime, will not accept dissent or freedom of opinion of any kind, they have the control of all the branches of government and most institutions.

Early this morning, we found ourselves once again astonished, now by the exhumation of the remains of our Liberator General Simón Bolivar, in an effort to rewrite history to accommodate the truth and justify the regime; this act alone, is like trying to exhume the Great Emancipator, Abraham Lincoln’s remains, to confirm what type of bullet killed him. Nothing stops Chavez in his attempt to distract public opinion on matters as vital as violence and the escalating crime rate; the 123 million tons, and counting, of imported food left to rotten in containers stashed away all over the country by the ineffective, inefficient and corrupt government officials. Anything to silence public opinion on facts such as the evidence revealed by the Colombian government of the exact locations of top FARC and ELN guerrilla commanders that are hiding-out in camps based in Venezuela .
Sadly, every day an increasing number of Venezuelans are being arrested and persecuted through false accusations, violating their legal guarantees of due process and the rights that any citizen has to a legitimate defense; rights enshrined in the Constitution of Venezuela, and its criminal laws.
We respectfully ask for the implementation of the Democratic Charter; we need your support.
